Our Client:

Our client is a government organisation committed to promoting healthy living in Singapore. The Role:

·       Manage Direct Contracting procurement projects (about 50 projects a year). The assigned resource will review the project requirement specifications, justifications for the single source and award recommendation prior to seeking approval from the approving authorities and follow-through with the award/contracting process.

·       Publish Procurement Performance Dashboards (bi-annually) against targets e.g. cost efficacy, operational efficiency, supplier performance management, supplier risk management, compliance, etc.;

·       Publish Procurement Newsletters (quarterly) on newly created board-wide demand aggregation contracts, sourcing best practices, audit findings, etc.;

·       Support the Quarterly Spend Analysis (i.e. analyze demand aggregation opportunity, percentage of buys against demand aggregation contracts, small value purchases, percentage of total suppliers in the top 90% spend, purchasing cycle time, spend by business units/priority areas);

·       Develop Procurement Project Dashboards for management’s visibility;

·       Manage annual procurement customer satisfaction survey;

·       Manage repository for “best-in-class” requirement specifications on all demand aggregation contracts;

·       Develop Evaluation Toolkits to simplify evaluation process;

·       Conduct exercises to close expired Purchase Orders (Quarterly) with outstanding value;

·       Conduct annual benchmarking exercises against government agencies and private sector;

·       Support in developing Procurement Checklist & Infographics to strengthen users’ procurement competency;

·       Support in launching Supplier Performance Management (Supplier Rating Tool), Supplier Risk Management, Supplier Development Programme and Supplier Enabled Innovation;

·       Support in conducting annual briefing to board-wide staff on lessons learnt from Auditor-General’s report;

·       Support in conducting procurement briefings to board-wide staff on best practices and case studies;

·       Support procurement innovation projects (e.g. Open Innovation Platform);

·       Support internal and external auditors on procurement audits and develop corrective actions and improvement plans;

·       Support in organizing annual industry forum e.g. Procurement Connect Series;

·       Support in implementing procurement digitalization initiatives for board-wide adoption;

·       Support in development of procurement competency roadmap for staff;

·       Support in any ad-hoc sourcing projects;

·       Follow-up on any procurement actions on Enterprise Risk Management



Working Schedule:


Mon to Fri: 8:30 am – 6.00 pm

Working Location at Outram Park

Job Requirements
• A diploma or degree, with minimum 8 years of relevant working experience in a purchasing related role
• Supply Chain/Procurement certification or other professional qualification
• Project management, contract management, risk analysis, relationship management and supplier selection and development skills
• Working knowledge of developing sourcing strategies, governance policies and procedures, and streamline operational procedures
• Have knowledge in the Government Procurement Instruction Manuals, GeBIZ and Workday is preferred
• Good oral and written English communication skills
• Excellent interpersonal skills to manage different levels of internal stakeholders
• Able to manage workload and focus on priorities
• Proactive, impactful, reliable and passionate individual with the ability to work and deliver in a fast-paced environment
• Result orientated and active agent in the change management process
